Seems Far wrongly counted each Chinese character as one byte (which should be two bytes) so the table characters move away?
Also, in editor, if editing any Chinese text, scrolling the file will cause only left half text scrolled, I guess it's also caused by treating Chinese character as one byte.
A bug? Any workaround for now?

Unfortunately it is MS console bug, not far bug.
You could try to use conemu (console emulator), it has some workarounds for this behaviour.

For Panel display in Far v3.0 try
- Use Consolas font for Far Manager shortcut
- Far > Options > File panel mode > Full mode: untick Align file extensions.
- Options > Colors > Panel > Border: change foreground or background color to a color scheme that differs from Normal text.
- Options > Panel Settings: untick Highlight column separators
