Where are the settings for FAR Manager v1,v2 stored
Where are the settings and customisations for FarManager stored - I would like to be able to edit them in a text file and carry the program about with me on a USB stick?

The settings are stored in windows registry. See SaveSettings.bat and RestoreSettings.bat in FAR's directory for the details.
I don't think FAR can be run from a USB stick without an installation. It is a feature that I hope, very much, to have in a future version of FAR

Will it run even when it can't be installed on a system because you don't have admin rights, such as an internet cafe?

Yes and yes*.
*) Limited to settings in HKEY_CURRENT_USER. In my configuration, only a few options are stored in HKEY_LOCAL_MACHINE: - MultiArc archiver paths
- Registration data
Everything else is in HKCU.

It runs stable.
There are no entrys in the registry and it runs from the installation folder with far.exe
