I don't think that's possible, for several reasons. One is that InnoSetup uses (or at least can use) solid archives which necessitate a sequential processing. The other is that I don't really have a chance to unpack everything - Observer must call the ExtractItem function for each file individually, and if it waits for the previous call to finish first, there isn't really much I can do about it.
Even if it were possible to paralelize, I wouldn't want to go that way - it could save some time, but at a much greater risk of something failing, and I just don't think it's worth it.
